I want my laptop to connect to the strongest wireless network it can reach when it's not close to any preferred networks, and I want it to connect even if it just boots without a sign in. How can I do this?

I wouldn't suggest doing this. Wireless networks are far less secure than wired networks, especially the unsecured (no password) networks. You never know who else may be on that network and what their intentions may be. I tend to avoid public networks for this reason, as you can (with a little computer know-how) fairly easily access someone else's personal information over a wireless network. This can range from documents to usernames and passwords, or even more sensitive information such as credit card numbers etc. As such, I would recommend you always manually connect to public networks.
