Is there such a device? If so, I need one to connect it to my computer downstairs.. Now that I think about it, I doubt there is one but eh whatever.

What do you mean by a wireless USB connector? There's a lot of them... for example, wireless USB for your wireless mouse when connected to your computer.

I need one (if there is one) for my HD PVR, it can't record unless it's connected via usb cable to my computer.

That's expensive and it has bad reviews for some reason :/ when I'm buying something like this that won't be seen I usually pick a good one and buy it used from eBay (people who don't need stuff like this anymore are always selling and the things still work perfectly).
You'd have to do some research to see if some specific model would work for what you need though.

If your router has a USB port you could try networking it.
