Section Re-Design

I've just completed a re-design of the forum's layout. I think sections were messy before and people were confused about where to post, and I hope this clears it up.

The General Announcements section is now visible to guests. The Introduction Section and Feedback forums are still reserved only for registered members.

A new category for Tutorials and Q&A Threads has been created. This is where new members looking for technical support can ask questions. Their new friends will be auto-tagged as Open Questions. When they are resolved, the topics will be automatically closed aht the threads will be marked as Resolved. (This is not implemented yet, but will be with the next update.)

Below that, we have our Discussion category which houses all the forums where topics can be discussed indefinitely.

Lastly, we have the Website Development category which contains our web-dev sections for the webmaster community here.

Cool. I'll be sure to make a tutorial soon as post it in the new section. I know I always say I'm going to make one, and never do. But this time I'm commited.
